It's one result of the discussion of various norms at present that could measure this kind of special economic form. Then is systems analysis to its development extent and grade levels among 31 provinces and special districts in China, through mathematical modeling. Those analyses indicate that major factors affecting development of knowledge economy in China is education, technology and industrialization intensity. China is just in its initial phase to develop knowledge economy. The spatial difference of development extent is great, while that of grade levels is meager. Those three traditional cities belonging directly to China's Central Government and the areas in southeastern part have higher knowledge economic levels than other regions of China. This trend is very obvious. As to the development ranking of knowledge economy, the 31 provinces and cities can be classified into five grades.
