A part of Xilin Gol steppe in Net Monggol where snow disaster often occurs is selected,as the study area. The pregnancy environment of snow disaster and the factor system impacting the extent of injury of snow disaster are analysed. In the meanwhile,by using Landsat-TM image and NOAA-AVHRR,the types of grazing rangeland and snow cover are respectively monitored. In the research, the methodology of combining the remote sensing technology and ground survey is used. Especially while monitoring the snow depth,synchronizing with the reception of NOAA-AVHRR data,snow depths in 40 spots in the study area are measured the statistics model between snow depth and snow depth index is build up through regression analysis. Through overlaying the rangoland types map and the snow depth map,the snow disaster grade map which uses the percentage of snow hiding the forage height as grade index is drawn,and there four grades:no snow disaster,light snow disaster,medium snow disaster and serious snow disaster,and the area of each grade snow disaster is measured. At last,some measures of lightening snow disaster and anti-snow disaster are put forward.

We put forward the definitions and formule of the indices which can be used to monitor grassland snow cover. These indices are white degree and snow depth index. We have used the two indices in the practical snow cover monitoring and found them to be able to reflect the snow cover conditions.

在总结、分析已有利用气象卫星资料遥感监测草地雪情研究成果的基础上,放弃了以往一直试图建立卫星资料与积雪深度直接关系的思路,从一个新的视角(积雪掩埋地面和牧草程度)出发,提出了适于遥感监测草地黑白灾的白度、雪深指数的表达式,并在实际的雪情监测中进行了应用。与地面实况数据的对比分析表明,该方法是可行的,其监测结果可以客观地反映草地雪情的宏观状况。
