The application of mechanical analysis to the complicated engineering construction field marks a great development in present day computational technique, which has special significance to the design and construction of large-sized underground structures. An attempt is made in this paper to discuss the finite element approach to a construction work sequence in which an underground hydropower house opening is excavated by stages, by using the viscous elasto-plastic model to simulate the creep behaviour of both the rock mass around the opening and the concrete lining material, with the help of the numerical analysis of material nonlinearity. The paper is concerned mainly with the variation of the rock behaviour with time and the evaluation of the stability of the surrounding rock mass. Besides, the time dependent interaction and mechanical properties of the rock-lining support system in each excavation stage are discussed as well. The computer program and calculation results can easily be applied in engineering practice.

In the section“Conception and Contents”of this paper,it is put forward that a countermeasure is a strategy to deal with certain events whose complicatedness determine the categories and structures of the cou- ntermeasures.The earthquake is an extremely perplexed event relating to many aspects.Currently,seismolo- gical work may be devided into three main categories:1.earthquake prediction,concerning two phases as science and technology,versus society;2.earthquake-resistant construction,including the construction of anti- seismic structures,the reinforcement of existing buildings,and making critical facilities to be more resistant to earthquakes as well;3.preparedness against earthquakes and disaster relief,involving countermeasures ta- ken for pre-earthquake preparedness and post-earthquake rescue and relief.In the section of“Stage Divisions of Work Sequence of Earthquake Countermeasures”,it is suggested that the whole work can be classified into five stages,such as long-term,short-term,immlnent-term,earlier-term during and after earthquakes and later-term after earthquakes.A table is listed describing the key points of the corresponding stages respecti- vely for the above-mentioned three main categories of seismological work.In the section of“Strategical Coun- termeasures for Earthquake Prediction”,it is recommended that three seismic zones like the North China sei- smic region,the North-South seismic belt and particular areas of the coastal zone should be stressed.Finally, the studies of countermeasures in these five stages are outlined.

本文在“概念和内容”一节中指出:对策是对某种事物的策略,其范畴和层次将随着事物的复杂程度而变化。地震是极其复杂的事物,涉及诸多方面。当前地震工作可分为三大类:1.地震预报,涉及科技和社会两个方面,2.抗震建设,包括新建筑物的抗震和老建筑物的加固、以及重要设施的抗震与加固;3.防震救灾,分为震前防备与震后抢救两方面对策。在“地震对策工作系列的阶段划分”一节中,建议分为远期、近期、临近期、震时—震后早期和震后晚期五个阶段,并以此对上述三大类工作的各自工作要点列表说明。在“地震预报的战略性对策”一节中提出,我国华北地震区、南北地震带和沿海特殊地带三个地带应作为重点工作区;本文最后对五个工作阶段的对策研究作了概述。
