To meet the challenge of the time after China's participation into WTO, some forceful measures must be adopted as follows: to carry out Tobacco Monopoly Law through to the end, to establish a powerful Yunnan Tobacco Group capable of competing with the multinational tobacco groups in the world, and, under the tobacco monopoly system, to perfect the tobacco monopoly market which will be open, competitive, orderly and unified throughout China.
