The author discusses the linguistic, psychological and physiological theories of children's foreign language learning and raises some questions for discussion. The author thinks that the Critical Period for native language acquisition is not the critical one for children's foreign language learning and the adequate foreign language environment is critical for foreign language learning at the primary school level in the context of China.

本文从研究低龄儿童学习外语的语言学、心理学、生理学理论依据和外语学习环境问题入手,对目前我国外语学习者日趋低龄化和小学普遍开设外语课程提出一些异议,认为母语习得的关键期不是外语学习的关键期,小学普遍开设外语需要适当的语言环境和条件。

Children's English learning in China is on the tendency of starting at an early age,however,the earlierization in children's English learning is not satisfactory,regarding teaching staff,teaching materials,teaching session,language environment and the learners' motive.Thus children's English learning has become high-costing and inefficient.The paper analyses children's foreign language learning from both theory and practice aspects.The main theory supporting the earlierization of foreign language learning is the "critical period theory",but many experiments and practice show that age and the final success of foreign language learning have no direct relationship.Even in the aspect of pronunciation,age is only a favorable but not a necessary condition.There is no theoretical and practice data to support the earlierization of foreign language learning in China at present.So the article puts forward the idea that we should be very cautious to earlierize the foreign language learning.

我国外语教学呈低龄化趋势。然而低龄儿童外语教学在师资、教材、学习时间、语言环境、学习动机、学习效果等方面并不尽如人意,导致了低龄儿童外语学习的高成本、低效益。外语教学从小抓起的主要理论支持是“临界期”理论,然而大量的试验、实践证明,外语学习的起始年龄和外语最终成就没有直接关系。在中国目前的国情下,不重视实际情况,盲目地地提前外语学习的起始年龄,尚无理论和实践数据对此进行支持。所以无论从理论上、还是从实践上考虑,“外语学习低龄化”需谨慎行之。
