It is found that common concern, mutual benefit, consultation on the basis of equality, a contract profitable to all the parties concerned, and support from the government are of vital importance to forming alliances that will not break down halfway.

It can be used to calculat economic benefits of drainage by means of correlation analysis of two adjacent regions which are similar in agricultural production conditions. The use of the method can eliminate much influence of such factors as agricultural policies , progress in science and technology , natural calamity and so on . In the paper , some problems are discussed , in cluding conditions of application , the principle to elect actual year-series and the balance region , the growth rate of benefits and the method of its determination , and the examination method of correlation analysis models. A calculation example is given and the result shows that this method is feasible .

本文讨论了现行计算治涝效益价值量的几种常用方法,提出一种新的实用方法—实际年系列法.通过选用生产条件相似、地理位置相邻的地区进行相关分析来计算治涝效益,较好地消除了农业政策、科技进步、其它自然灾害等多种因素影响.文中说明了该方法的应用条件、实际年系列和对比区选用原则、治涝效益增长率及其确定方法,并给出了相关分析模型检验方法.计算实例表明其可行性.
