以GIS栅格数据为基础,建立了二维水动力洪水动态演进模型.以湖北省荆江分洪区为实验区,在数字地形模型和LandsatETM遥感影像等数据的基础上,根据分洪区1954年分洪情况和规划运用设计,模拟了不同分洪方案下的洪水淹没范围、水深和相应的洪水淹没地物面积及其可能损失等.模拟结果表明,基于GIS栅格数据的洪水淹没风险模拟模型,可以对长江流域分洪区运用预案的制订、土地利用的规划及洪水科学管理提供定量的科学依据.

In view of enhancing the hydrological planning management, and improving the self-competence of hydrological planning system and the efficiency of management, this paper not only expatiates the importance and necessity to construct a hydrological planning management information system, but also discusses the object and principle of construction, the main structure, the problems that need to be dealt with during the construction and the concerned ensuring measures.

从加强水文计划管理工作,提高水文计划系统自身能力建设及管理效率的角度,阐述了建设计 划管理信息系统的重要性和必要性。探讨了系统建设的目标和原则、系统的主要构成,系统建设过程中 应处理好的几个问题以及系统建设的保障措施。

By analyzing the necessity and urgency of constructing the Hydrological Planning Management Information System for Bureau of Hydrology, Changjiang Water Resources Commission (CWRC), this paper proposes an overall system, in which the technical route and content of construction, the mode of on-line application and service have been put forward according to the business of the bureau as well as the responsibilities and characteristics of the concerned planning management.
