Preparing discharge stage: water level from the beginning falling down to 1699m, flow about 1500 m~3/s. Flushing stage water level from 1699 to 1695m, flow about 2000 m~3/s. Both stages are completed within process of precipitation, water yield, confluence in the watershed, total duration about 120—150 hours. In order to avoid the bed material carried from the Taohe river depositing in front of dam, a strengthening stage with small flow about 1200 m~3/s is needed. The duration should be controled flexibly based on the condition of water and sand coming from upstream and Taohe river and power generating of theelectric station.

根据刘家峡水库三次汛前低水位排沙实测资料,分析冲刷成因,排沙效果,提出用水文预报寻求合理的排沙时机。将排沙期划分成预泄期、冲刷期和巩固期。预泄期由排沙初始水位降至1699m,流量1500m~3/s左右。冲删期水位由1699m降至1695m左右,流量采用2000m~3/s左右。预泄期和冲刷期应在流域产、汇流历时内完成,总历时约120~150小时。为了使排沙后洮河库区推移的床沙不在坝前淤积,应有一个较小流量的巩固期,其流量1200m~3/s左右,历时视上游来水、洮河来水来沙及发电等情况灵活掌握。

It is pointed that the functions of Pubugou Hydropower Station performed in Sichuan Power System are peaking regulation,frenquency regulation ,emergency,reduction of total coal consumption for thermal power plant,decrease in failure of thermal power generating units,reduction of unit coal consumption for thermal power units,improvement of economy,reliability and energy quality in power system operation.It is also a multipurpose project for sediment retaining,flood control,improvement of navigation condition downstream of the river. By analysing the preparatory work of the waterpower project and the possibility for developing thermal power,it is believed that the Pubugou Hydropower Project is the only availiable large-scaled power station which can't be replace by others in the early of next century.

本文介绍了四川电力系统发展概况,分析了四川电力系统调峰情况,指出瀑布沟水电站在电力系统中的作用是调峰、调频、事故备用、减少火电耗煤量、减少火电机组事故、降低火电机组煤耗率、提高电力系统运行的经济性、可靠性和电能质量.同时指出瀑布沟水电站还具有拦截泥沙、防洪、改善下游河段的航运条件等综合利用效益.从水电站前期工作深度及发展火电的可能性两方面分析,指出瀑布沟水电站是下个世纪初其它电站难以替代的、唯一可投入运行的大型电源点.
