After United Nations Population and Development Conference of 1994, the internal and international investment on population activity is increasing year by year. It's amount to US$11 billion. The international supports include:the donate country's bilateral support, multilateral support among the United Nations system, and the NGO's private support. The international support in 1999 is about US$2.2 billion, and the fund for internal population activities is amount to US$8.9 billion. But we can find that the international support fund is far away from the aim decided by the “Action Guideline”, which is about US$5.7 billion. It accounts for only about 38%. So, the shortage of fund is still one of the most important problems to limit carrying out the “Action Guideline”.
