Ignorance of any of the links will not result in expected functional recovery no matter how well the other links are done.

近年来,随着循环经济效应的逐步显现,人们开始重视逆向物流的管理与实践。现阶段我国实施逆向物流有其必要性,但企业组织逆向物流有许多难题。因此,组织逆向物流,应立足于政府制度安排,对现有物流体制进行改革,构建逆向物流恢复链,以求降低环境污染,增加资源利用效率,实现经济的可持续发展。

>=How to control the cost of reverse logistics is a difficult problem in all the countries, especially for developing countries. In China, such problems haven't been considered more necessary and urgently by most of the enterprises. With the proposal of the recycle economy, reverse logistics is called the last potential field to cut down the cost in the enterprises. Consequently, it is feasible and reasonable to set up a recovery chain to make use of the materials in the reverse logistics.

逆向物流管理由于不能直接给企业带来效益,一直不太引起人们重视。但近年来,随着经济可持续发展战略的提出和循环经济效应的逐步显现,各国开始逆向物流的多种实践。中国是一个人均资源相对缺乏的国家,因此,构建一条基于逆向物流管理的恢复链是降低环境污染、增加资源利用效率、实现经济可持续发展的有效途径。基于此,本文首先分析了逆向物流的产生原因,指出重视逆向物流管理的意义。然后,本文结合逆向物流管理的难点,给出了恢复链的构建模式,归纳出恢复链流程是逆向物流控制的主线。最后,具体针对恢复链上的活动:回收、拣选、再加工、处置报废、再分销等, 提出要提高逆向物流管理效率,必须严格实施已有的法律、法规,健全再生资源行业经营法规;加强宣传教育,提高全体市民的资源和环境意识;加快有关逆向物流技术研发,鼓励官、产、学、研合作联手攻关;提倡绿色包装;加快逆向物流的信息系统软件开发;尽快出台再生资源回收利用的激励机制和政策措施;抓好示范试点,引导和扶持有条件的中心城市建立再生资源回收网络和集散市场,推动再生资源回收利用企业逐步向集约化、规模化、产业化方向发展,提高技术和管理水平。
