The issue of teachers restricting quality education in middle and primary schools in the Three-Gorge Reservoir region is mainly represented in the following: the unreasonable distribution of teachers; shortage of the middle and primary teachers in the poor mountainous area; low record of formal schooling; poor living conditions and life of the teachers in the mountainous area. Young teachers are unwilling to work in these poor-area. Old teachers eager to leave away from their original work post. As well as the fact that many teachers lack the deep and complete understanding of quality education, which is unable to satisfy the needs of quality education. Therefore, we should increase the quantity of qualified teachers, improve the quality of all present teachers and better the conditions of running schools.

制约三峡库区中小学素质教育的师资问题突出表现在师资分布不合理,贫困山区中小学教师数量不足,学历低;山区教师生活工作条件差,新教师分不去,老教师留不住以及部分教师综合素质差,适应不了素质教育的要求。为此,需要增加合格教师数量;提高现有教师素质;改善办学条件。

In this article,based on the analysis of the challenges and opportunites in front of secondary normal schools and acrrent explorative models for upgrading academic qualifications for primary terchers,the authors put forward some recommendations about primary teacher training as follows:1)although it is necessary to reduce the scale of secondary normal schools, the reduction should be carried out steadily,not in haste;2)the adjustment of layout and structure of secondary normal schools should not rush headlong...
