Network configuration, load level and forced outage of equipment have great effect on static voltage security. This paper deals with the static voltage security problem under stochastic circumstance, and applies the Monte Carlo sampling method to simulate the random forced outage of generation, transmission and protection facilities. It applies a K means cluster based load model to reflect the random variation of bus load and builds a set of quantitative probabilistic indices to evaluate the voltage security. Relief correction measures are modeled and the numerical results of IEEE test system are presented and discussed.

Congestion will weaken fair competition and may cause system stability problem, power quality problem, and additional costs (congestion costs) in power systems. So research on transmission congestion management due to static voltage security has vital meaning for guaranteeing smooth competition in power market and enhancing efficiency in electric power systems. This paper focuses on topics concerning this kind of congestion. The load tap changing and switched shunts can make important roles in guaranteeing static voltage security. So the two new methods have been introduced in congestion management optimizing decision-making measures. They and generating units redispatching are all used to eliminate static voltage security issue.

在电力系统中,输电网络是电力市场的基础和载体,过负荷或违反静态电压安全指标是输电阻塞的主要表现。阻塞将降低电力市场的公平有序竞争,削弱输电系统稳定性,降低电能质量,增加能量成本。因此,研究由于违反静态电压安全标准引起的系统阻塞问题,对于保证电力市场的正常运行和提高电力系统的效率具有重要的现实意义。考虑有载调压变压器以及可投切电容器组在保证系统安全性方面的重要作用,本文把这两个控制方法引入阻塞管理的优化策略中,与发电机组再调度一起,共同优化以处理由于系统静态电压安全引起的阻塞问题。

In the light of static voltage security in electricity market environment, an approach to calculate the risk of low voltage in power system is proposed. In the proposed approach a risk index of power system low voltage is used to indicate the probability in accordance with which the failure of power system happens and leads to low voltage of the system. For this purpose, a neural network ensemble system is constructed by which the rapid identification and assessment of low voltage risk in power system are realized. The effectiveness of the proposed approach is verified by New England 39-bus system.

针对电力市场环境下的静态电压安全问题,建立了一种电力系统低电压风险评估方法。采用电力系统低电压风险的指标,反映了系统发生事故的概率及其造成系统低电压的后果。构造了神经网络集成系统,实现了系统低电压风险的快速识别和评估。以新英格兰39母线测试系统为例,验证了该方法的有效性。
