The paper belds: the carrying - out of quality education in our region should be highly takeninto account; education is the foundation of a nation's progress and development, the basic outlet of raising thewhole nation's quality and creativity; in order to carry out the quality education, we must put theimplementation of the Party's education policy into full play, take the improvement of our people's quality asthe sole gcal, center our attention on nurturing the students' creative spirits and practical ability,...

The paper belds: the carrying - out of quality education in our region should be highly takeninto account; education is the foundation of a nation's progress and development, the basic outlet of raising thewhole nation's quality and creativity; in order to carry out the quality education, we must put theimplementation of the Party's education policy into full play, take the improvement of our people's quality asthe sole gcal, center our attention on nurturing the students' creative spirits and practical ability, foster ouraxialist builders and successors who possess such gualities as "bearing ideals, moralities, knowledge anddisciplines". The following measures should be taken: accelerate the reform of education system; promote theprocedure of the industrialzation of education; adjust the education structure, reasonably aducate educationresources, improve teaching efficiency; deepen teaching reform, take education quality, especially minorityeducation quality, as the basis of carrying out guality education; reform enrollment system and employtnentsysytem of both higher and middle learning institutions; strengthen the leadership construction and optimizeteaching staff structure.

该文认为,我区对实施素质教育的问题应当给予高度重视:教育是一个民族进步和发展的基础,是提高全民族整体素质和创造能力的根本途径;实施素质教育,就是要全面贯彻党的教育方针,以提高国民素质为根本宗旨,以培养学生的创新精神和实践能力为重点,造就“有理想、有道德、有文化、有纪律”的德智体美等方面全面发展的社会主义事业的建设者和接班人。我区实施素质教育应当采取以下配套改革措施:加快办学体制改革,推动教育产业化进程;调整教育布局结构,合理配置教育资源,提高办学效益;深化教育教学改革,要把提高教育质量特别是少数民族教育质量作为实施素质教育的基础;改革大中专院校招生制度和毕业生就业制度;加强学校领导班子建设,优化教师队伍结构。
