In this paper, Grey multiobjective programming problem which for Grey of input and output data in the production procedure was set. In addition, the Grey solution was defined, and it's optimal was proved.

In this paper, with the grey solution,concordity between grey DEA model and grey multiobjective programming are discussed. With the result that advanced the new theory for studing undefined DEA theories.

Mainly reported in the paper are how to build up the mathematical model for the grey planning, how to achieve the grey solution of the planning model, how to use the planning model's gred solution to the watershed planning, etc.

The method to achieve the grey solution of the planning model is an approximate one, but it is effective, which can be widely used to solve similar planning problem.
