From the historical process variation of wetland variation for, the protection, conservation and sustainable utilization of existing wetlands of the Plain following strategies should be considered:1) to adjust the traditional "National Grain Depot" strategic orientation of the region,implement wetland ecoagriculture strategy and wetland ecotourism strategy;2) to strengthen the education and perception of function and benefit of wetlands to improve the ability of governmental decisionmaking and public participation in the conservation, protection, restoration and sustainable use of wetlands; 3) to harmonize the relation of wetland conservation with farmland protection through implementing the policy of no net loss of existing wetlands;4) to optimize the holistic function of wetland ecosystems by a longterm regional strategy of withdrawing farmland for wetland;5) to widen the area of conserved natural wetlands to restore the landscape's, cultural and biological diversity of wetlands;6) and to learn and borrow advanced managerial experience and tools from other countries by enhancing international cooperation and collaboration in wetland issues.

In order to ensure wetland ecosystem to be in health, some main problems must be resolved, such as loss of wetlands, the serious pollution, lack of water sources, weakening of wetland functions and the unwise management. Some ideas were given on utilization and protection of wetlands in the paper: To put wetland protection policy into effect and implement programs of wetland protection; to complete wetland management ; to use water resources reasonably based on the regional hydrologic conditions; to control petroleum pollution strictly and restore polluted wetlands; to establish wetland conservation area; to improve wetland protection technique .

应用3S技术对大庆市这一具有短时限人地关系、高强度人为活动影响的典型油气资源城市的湿地资源进行调查,结合地面采集的数据,分析了湿地资源变化的特征与存在的主要问题。针对以石油天然气开发与加工为主的经济活动导致的湿地面积萎缩、污染加剧、生态供水日趋紧张、生态功能全面退化、管理滞后等问题,提出了湿地合理利用与保护对策。
