Regional water resources shortage is one of the bottleneck factors restricting regional economy development. However, many limitations and problems exist in the traditional state identification approaches and the regulation is short of systematic discuss. In this paper, the guidelines in five levels of regional water resources shortage state identification are presented taking into account of the practice in China. And the process measuring regional water resources shortage state is analyzed as well. The threebalancing measure presented here based on water supply ability status in quo, regional water resources carrying capacity and water transferring from outer basin and it supplies theory framework for the real operation of quantificational regional water resources shortage identification for the future, which has been applied in China Water Resources Planning. Finally, this paper presents the multiple regulation method based on the three levels of regional water cycle, developing new water resources and capital between regions. It has positively strategic significance to solve the regional water resources shortage problems for the future in China.

区域水资源短缺是制约我国区域经济发展的瓶颈因子之一,但传统区域缺水状态的识别方式存在许多局限和问题,其调控行为也缺乏系统性。该文针对以上问题,结合我国实践,提出了五个层次上的区域缺水状态识别准则,并对区域缺水状态的度量过程进行了分析,所提出立足于现状供水能力、区域水资源承载能力和外流域调水为基础的三次平衡度量,为今后区域缺水定量识别的具体操作提供了理论框架,目前该方法已经被应用于在全国水资源综合规划当中。最后该文提出了基于区域水循环、开源节流和区际资本三个层面上的多维调控行为,对于解决我国今后区域水资源短缺问题有着积极的战略指导意义。

Regional correlation and study of the assemblage characteristics in the outer basins of the Daqing exploration area have great significance for revealing the characteristics of Meso-Cenozoic basin evolution in Northeast China and widening one's ideas of petroleum development. By using the lithological characteristics, fossil assemblages and isotopic data, Meso-Cenozoic strata in the outer basins of the Daqing exploration area are correlated and the microscopic characteristics of the stratigraphic development are summarized. The authors propose four major exploration layers in the basins, i.e. the Mid-Upper Jurassic, Lower Cretaceous, Upper Cretaceous and Paleogene. This study provides a reliable basis for the further study of the sedimentation, tectonic evolution and petroleum geology in the outer basins of Daqing exploration area.

大庆外围盆地的区域对比与组合规律研究,对于揭示东北中、新生代盆地演化规律和拓展油气开发思路具有重要意义。利用岩性特征、古生物化石组合、同位素等资料,对大庆探区外围盆地中、新生代地层进行了对比,总结了地层发育的宏观规律,提出了中—上侏罗统、下白垩统、上白垩统和古近系四大勘探层系,为大庆探区外围盆地进一步的沉积、构造演化及石油地质研究提供了可靠的依据。

Based on Bouguer gravity and the aeromagnetic anomalies data of Daqing outer basins,we analyse the characters of geophysical fields of these basins.We apply the Harmonic series method on gravity data that eliminated gravity effect caused by deep construct to inverse the depth of gravity floor.We use the genetic algorithm method on magnetic data that eliminated magnetic effect caused by deep construct to inverse the depth of magnetic top of these basins.Then we make a future analyse to the characters...

Based on Bouguer gravity and the aeromagnetic anomalies data of Daqing outer basins,we analyse the characters of geophysical fields of these basins.We apply the Harmonic series method on gravity data that eliminated gravity effect caused by deep construct to inverse the depth of gravity floor.We use the genetic algorithm method on magnetic data that eliminated magnetic effect caused by deep construct to inverse the depth of magnetic top of these basins.Then we make a future analyse to the characters of these floors.The depth of gravity floor is between 0.2 km and 9.0 km,and the depth of magnetic top is between 1.8 km and 9.8 km.This shows the general status of basins.

根据收集到的大庆外围盆地的布格重力异常和航磁异常数据,对外围盆地中的8个盆地进行了地球物理场特征的分析.对各盆地的重力异常进行了由下地壳与上地幔的密度差引起的重力效应的剥离,对磁力异常进行了由居里面起伏引起的磁力效应的剥离.在此基础上应用调和级数法和遗传算法分别反演计算了这8个盆地的重力基底和磁性顶界面,并分析了其基底特征.各盆地重力基底在0.2~9.0 km之间变化,磁性顶界面在1.8~9.8 km之间变化,其特征反映了各盆地的基本现状.
