This thesis puts forward a basic frame of library electonic information and a access modle, suggests special management actions about user privacy protection and privacy policy, copyright management policy, the purchase of networking electronic information and permission agreement negotation, and e-mail record management.
Especially to the privacy policy alteration action of web sites, P3P only stipulates that "if web sites hope to apply a new P3P policy to the users' personal data collected before, they should provide an appropriate notice and opportunity for users to accept the new policy".
