Using the linear Vlasov equation, we have investigated the effective charges of ion beams and electron stopping ability in plasma targets. Analytical expressions of electron stopping ability and effective charge are obtained. The theoretical values in our work are comparied with the experimental data of Hoffmann et al. for the energy losses of the heavy ions, i.e.Ga, Ge, Kr, Pd, Pb and U in hydrogen plasma.
