We find that: (1) when the upstream normal Alfvenic-Mach number.Mn1<0.3, the downstream fluctuations are still Alfvenic-fluctuations, whatever the fluctuation amplitude of upstream magnetic field is small or large, but in cases of Mn1>0.3, the distortion o'f Alfvenic-fluctuations downstream will increase as Mn1 increases, namely, the correlation between the magnetic field fluctuations b1 and the velocity fluctuations u, will become bad, so that they will be no longer Alfvenic-fluctuations downstream; (2) the distortion will decrease when a shock wave changes from a parallel into a perpendicular; (3) the upstream Alfvenic-Mach number, Mn1, the angle between the magnetic field and the normal of shock wave, θ1 are stronger control parameters,the variations of Alfvenic-fluctuations across the magnetohydrodynamic shock wave mainly depond on them, but the plasma parameter, β1 and the relative fluctuation of magnetic field, b1/B10 are weaker ones whose variations don't exert obvious influences on the Alfvenic-fluctuations: this coincides with the results obtained by analysing data from Explorer 34 spacecraft.Under the supposition that the Alfvenic-fluctuations originate to the sun and the magnetohydrodynamic slow shocks can exist in the vicinity o'f the sun (2-6R ), the variations of Alfvenic-fluctuations across the slow shock wave around the sun are analysed and the results show that: (1), the low latitude region of the slow shock in the vicinity of the neutral sheet is a region of no (or small) distortion for Alfvenic-fluctuations to pass through, whatever the upstream conditions may change; (2) in the high latitude region of the slow shock, away from the neutral sheet, the distortion of Alfvenic-fluctua-tion strongly deponds on the upstream normal Alfvenic-Mach number, Mn1, and only when Mn1<0.3 the distortion will be small, namely, there is higher correlation between the velocity fluctuation u2 and the magnetic field fluctuation b2 downstream only for Mn1<0.3; (3) the consistency of all three aspects that Alfvenic-fluctuations originate to the sun, the slow shocks may exist in the vicinity of the sun and Alfvenic-fluc-tuations are observed in the interplanetary space, is an indirect support to the possible presence of the slow shocks in the vicinity of the sun.

The crustal activities are under the strong control of Haiyuan-Jin-tai, Zhongnin-Zhongwei active fault zones. Thus, the regional stable condition will be the key factor in choosing the two dam-locations. From the systematic analysis and demonstration of regional stability geological, earthquake geological backgrounds, active fault features and regional stability index, comes the elementary conclusion; althrough Hei Shangxia area belongs to strong earthquake zone in China, Hei Shanxia-Xiangshan massif between northern and southern active structural zone is still a basically stable region. The regional stability condition of Xiao Guanyin and Da Li-ushu dam-location is preferable and suitable for building dams. If the earthquake above 8 on Richter scale does not happen in 100 years'time, the safety of the dams can be assumed.

小观音、大柳树两坝址同处于黄河黑山峡河段,二者相距48公里。在国家地震区划中属西北强震带。在区域上,南部有海原17/2级地震,北部有中宁15/2级和中卫7级地震强震史。地壳活动强烈地受到沿原——景泰、中宁——中卫南北两大活断裂带控制。所以,区域稳定性条件便成为两坝址选择比较的关键。经对区域稳定性的地质、地震地质背景,活断裂特征和区域稳定性基本指标的系统分析论证,获得初步结论:黑山峡地区虽属中国地震区划强震区,但南北两大活动构造带之间的黑山峡——香山地块则属基本稳定地区。小观音,大柳树坝址区域稳定性条件较好。二者都具建坝条件,今后100年内地震烈度按八度考虑,可认为安全度保证率可靠。
