So, an optimizationmodel is establised. It consists of three submodels called Optimal Dispatching Calculation of Hy-dropower Group, Determination of Working Capacity of Hydropower Group and Optimal Allocationof Working Capacity among Planning Stations, respectively. Through solving three submodels step bystep and round iterations, the solution of optimal installed capacity can be obtained. Moreover, the in-cremental criteria method is given to slove optirnal allocation subproblem in the third submodel. Atlast, an example of defermlnlng lnstalled capality of Dachaoshan Hydropower Station in YunnanProvince is provided. The result shows it will be bctween l200~ 1260 MW.

本文从电力系统和水电站群的角度出发,考虑电站间的必然联系和水电群的整体运行,建立了规划水电站装机容量优化选择数学模型.该模型由水电群优化补偿调节计算子模型、水电群总工作容量优选子模型和规划水电站工作容量优化分配子模型三个子模型构成,通过三个子模型的逐步求解和多轮选代,最后即可得到收敛的优化装机解.本文针对规划水电站工作容量优化分配子模型给出了增量判别求解方法.最后是将本模型方法应用于云南大朝山水电站装机选择的一个实例,计算结果表明大朝山水电站的装机容量应在12O~126万kw之间.

On the basis of decomposition-coordination model and aggregation-decomposition model for optimal operation of hydropower group, a combined model of decompositioncoordination and aggregation-decomposition has been studied. Through calculation,it is demonstrated that the established model is correct and the result is satisfactory.

本文在讨论水电站群优化调度分解协调和聚合分解两个隐随机优化模型的基础上,提出了分解协调一聚合分解的构模思路,并建立了相应的复合模型,实例计算表明,构模思路是正确的,结果令人满意。

However, some unbalanced issu es are still existed in the course of the reform such as the items between inves tment, construction and management, and design and construction; the items betwe en making a fair environment in competition and establishing a system of moderni zed enterprise; the items between the reform of the system of hydropower constru ction and management and the growing of core abilities of the enterprise, and al so with the development of building law system. Therefore we shall develop more and more shareholding enterprises specialized in investment and project manageme nt, and promote the investment structure and investors to be multiple patterns. And also, we shall promote innovation of the system and mechanism and adopt the models such as EPC and PMC. Furthermore, hydropower groups and EPC enterprises s hall be developed through integrating and merging oriented by the market.

我国水电建设管理体制的改革取得了巨大成就,但仍然存在诸如投资、建设管理、设计与施工等环节之间,营造公平的竞争环境与建立现代企业制度之间,建设管理体制改革与企业综合竞争能力的培育与壮大之间,以及法律制度建设等方面的发展不平衡问题。为此,需要大力发展以股份制为主要形式的现代企业制度,进一步促进投资结构和投资主体多元化;需要开展制度创新和体制机制创新,采用EPC、PMC等建设管理模式;需要以市场为导向进行整合与重组,培育发展一批具有较强核心竞争能力的水电企业集团和工程总承包公司。
