The model seeks to protect the river basin system against dry-ups and ice hazards and to fairly allocate water. The important reservoirs of the Yellow River act as accumnlators in the system. The model can capture all the system information in a timely manner and adjust reservoir discharges or water supply scheme to approach the desired targets. Calculated results for the 2001-2002 hydrologic year show that the model can automatically provide water allocation, runoff control and coordinated reservoir operation. The model is now in operation in the Yellow River Water Regulation Center.

为克服单纯人工调水的局限,满足现代黄河水调工作的需要,建立了黄河流域水量调度的自校正控制模型。以防凌、防断流以及"公平分水"为模型控制目标,以黄河干流骨干水库为调节器,及时跟踪、掌握水调系统控制流量、引水流量、水库泄量、水位等状态参数,调节水库泄流、调整引水计划。运用该模型编制了黄河流域2001至2002水文年的水调方案并与当年实际情况对比。结果显示与实际水调情况下的控制断面流量平均偏差1.05%,小浪底水库下泄流量平均偏差2.77%,各省区耗水量平均偏差4.40%,省区耗水过程偏差14.37%。该模型目前已经在黄河水量调度中心投入运行。

水量调控是解决流域水资源时空分布不均、防止河道断流的有效途径之一。在分析水量调控系统的基础上,建立了年、月、旬自适应水量调度模型框架。采用自适应控制理论和“总量控制、轨迹跟踪和滚动修正”的方法,建立了多尺度、多用户复杂条件下的流域水量调度模型。以黄河流域2003—2004调度年为例,按照中国国务院分水控制指标,分析年、月、旬3个时间尺度的水量调控过程和实例。结果显示,通过自适应多尺度滚动修正,能够保证调度目标的实现。模型具有可操作性和普适性强的特点。
