It is shown that the poloidal shearing can reduce the fluctuation levels such that the turbulence suppression occurs. In the limit case of the strong shear, the turbulent diffusion coeffients vary parallelly with while the fluctuation vary parallelly with,with the criterion of strong shear being Sa>1/4(a=T,n) , where Sa is the parameter of poloidal shearing. And Kwon's results are re-obtained in the limit case of the weak shear.
