An ultra-high rate valve regulated lead-acid battery (VRLAB) design and test are discussed in this paper. The battery,s discharge ratereached 27C. This battery is used for engine start or expected to be usedfor automotive emergency start. The battery's design is analysed theoreti-cally in this paper, and one of ultra-high rate 6FM3 VRLAB has been pro-duced. Its discharge performance is very good.

In connection with the characteristics of emergency systems, a multi objective model based on both “the earliest emergency start time” and “the fewest number of retrieval depots” is proposed. As far as the fuzzy preference of decision maker is concerned, fuzzy programming method is available to deal with it, and a new algorithm is derived. Finally, an example is presented to illustrate the algorithm,and satisfactory results are obtained.

针对应急系统的特点 ,提出了基于“时间最短”、“出救点数目最少”的多目标数学模型。考虑决策者偏好的模糊性 ,本文采用模糊规划的思想方法处理该问题 ,并给出了相应的求解算法。算例及实际运用令人满意
