According to the requirement of the "Seventh Five-year" Scientific and Technical programe, a remote sensing monitoring experiment is underway in Zhifanggou catchment located in Ansai county, northern Shaanxi province. Consequently, an information system of soil and water conservation has beenestablished for this small catchment. This system can deal with database establishment, digital elevation model, statistics and analysis, planning and prebicting, dynamic imitation, thematic mapping and so on. In addition the system can be extended and increased more new functions if required,to meet the need of comprehensive development and control planning,dynamic monitoring and management of a small catchment.

The System will consist of (1) Satellite Remote Sensing monitoring system; (2) Airborne Remote Sensing monitoring system with all-weather, real-time and flexible capabilities; (3) Ground based monitoring system; (4) Natural hazards and their backgroud data base system; (5) Hazard analysis, assessment and decision making support system and (6) Communication and command system for natural hazard mitigation.

In this paper the major result in the special subject- "Research on aerial remote sensing technique of sea ice for the Bohai Sea" , which is the key technical task of the " Seventh National Five-year Plan" , is presented. During the last five years, the aerial and ground tests、 researches and applications have been done, basing on which the aerial remote sensing technique system of sea ice has been formed initially and has been applied into practice that consists of aerial remote sensing monitoring sea ice system, flying route design of sea ice surveying,ground surface standardized analysis of sea ice and ground surface treatment on aerial remote sensing material of sea ice. This system has the capability of monitoring and analysing following parameters: the sea ice types、 the floating ice density、the ice size, the floating ice range, the sea ice thickness, the ice ridge distribution and the sea ice temperature et. al. , and has achieved remarkable success in applied technique research on the visible light, infrared and microwave band for one-year-ice.

本文着重介绍了国家“七五”重点科技攻关专题“海冰航空遥感技术研究”的主要成果。经过五年的高空和地面试验、研究及应用,初步形成了包括航空遥感海冰监测系统、测冰航线设计、海冰地面定标分析、航空遥感测冰航线设计、海冰地面定标分析、航空遥感测冰资料地面处理在内的航空遥感测体技术系统并得到应用。该系统具有监测和分析海冰类型、流冰密集度、冰块大小、流冰范围、海冰厚度、冰脊分布和海冰温度等参数的能力。在可见光、红外和微波波段测一年冰的应用技术研究方面,取得较大进展,达到了80年代国际先进水平。
