To increase reservoir capability, store water in a wet year and use it in a dry year, distribute water of the river basin by utilizing floods in a flood season, distribute trans-basin flood resources, transport sediment and su pply ecological-purpose emergency water by utilizing floods and supplement grou nd water resources and irrigation consumption by utilizing flood resources are a n important way to realize reclamation of floods. The paper introduces the means for achieving the reclamation of floods.

洪水具有水害与兴利双重属性。随着经济社会的发展和人口的不断增长,为充分利用水资源,需要树立科学的防汛理念,改过去的视洪水为猛兽向人与洪水和谐共处转变,从过去单一的控制洪水向全面管理洪水转变,实行控制洪水与利用洪水相结合,实现洪水资源化管理。增加水库调蓄能力拦蓄洪水、丰水枯用,利用汛期洪水进行流域水量的配置,跨流域配置洪水资源,利用洪水输送泥沙和进行生态应急补水,用洪水资源补充地下水资源和农业灌溉用水,是实现洪水资源化的重要途径。介绍了洪水资源化实现的手段。

The combined flood control forecast operation manner and limited water level of Shenwo Reservoir are studied based on the characteristics of Taize River area,in which Guanyinge Reservoir and Tanghe Reservoir actualize conventional operation manners,and Shenwo Reservoir actualizes forecast operation manner.In forecast operation,actual inflow is chosen as main discriminant index and forecast cumulated net rain of Guan-Shen area as assistant discriminant index according to the practical situation of Shenwo Reservoir.The research result shows that the limited water level of Shenwo Reservoir can be raised 1.4 m by applying this forecast operation manner.The results about benefits & risks analysis show that the benefits can be enhanced and the risks aren′t increased when Taizi River reservoir group actualizes this flood control forecast operation manner.

根据太子河流域库群特点,进行了观音阁、汤河水库仍按原调度方式,窝水库采用预报调度方式的库群联合预报调度及窝水库汛限水位研究.结合窝水库的具体情况,以实际入库流量作为主要判别指标,并以观-区间累积净雨作为辅助指标,运用预报调度理论,将窝水库的汛限水位抬高了1.40 m.效益、风险分析结果表明:太子河流域实施库群联合预报调度,在不增加上下游防洪风险的前提下,能显著提高发电和供水效益.
