The project, research on founding safety assessment index system of mineis a sub-subject of this project. To complete the safety assessment,the standard of assessmentmust be settled at first. Starting from analysing the researched system,the article is trying to givea clear idea of what are the tasks the assessment system asked. It still tells us what standards areneeded according to each task and in these standards, which have been National Standards,which have to be solved or found some new standards. The article has discussed the principle andstructure in the index system and their perfectness, reasonableness and scientificness. The newfounded index may make some contribution to the foundation of National Index system.

《矿井安全评价系统》(下称《评价系统》),是劳动部1994年下达的劳动科学技术(自然科学类)科研项目,其子课题为《建立矿井安全评价指标体系》(下称《指标体系》)。要完成“安全评价”必须解决评价的标准。本文从分析被研究的系统出发,针对每项评价任务,研究需要哪些“标准”;所需“标准”哪些已有“国家标准”;哪些需要研究解决,建立新的“标准”;还讨论了《指标体系》建立的原则、结构及其完善性、合理性和科学性。

煤矿安全评价是辨识和消除煤矿生产系统危险的重要方法,安全评价至为关键的因素之一是准确可靠的确定评价指标的安全度值.基于经典统计和模糊统计之上的集值统计,能有效的确定具有随机、模糊性质的煤矿安全评价指标的安全度值;并在确定过程中,给出评价指标安全度值的可靠性程度和各评价专家的偏离度.实例表明,此法弥补了目前煤矿安全评价中由经典统计法确定安全度值的不足,提高了煤矿安全评价的准确度和可靠性.
