我们在对甘肃省甘南藏族自治州和临夏回族自治州中小学教师队伍调研时发现,教师是影响民族贫困地区教育存在和发展的关键因素,而中小学教师继续教育是解决制约民族贫困地区教育发展的瓶颈——教师问题和提高在职教师素质的唯一途径。本文旨在构建民族贫困地区中小学教师继续教育的模式,以促进民族贫困地区中小学教师继续教育工作的发展。

Taking middle part of Hainan for example,this article analyses that there exist some questions in ethnic poor areas,i.e,the lack of investing human capital,bad effeciency of distribution of educational and hygienic resources.The author points out that educational investment should be inereased so as to solve the questions once and for all.

民族贫困地区开发面临的最大约束是人口素质问题。人口素质提高对民族贫困地区经济增长、缓解贫困 ,使人口与经济、资源、环境相互协调 ,可持续发展 ,具有非常关键的作用。本文以海南中部为例 ,实证分析民族贫困地区存在着人力资本投资不足及教育资源和卫生资源的配置效率欠佳问题 ,指出应通过加大教育投资的制度创新力度等措施 ,从根本上解决问题。
