Based on these analyses, the paper has pointed out that the earthquake prediction is necessary to be integrated with active tectonics. Meanwhile, the condition of active tectonics in China is also studied, which is summed up as seismotectonic belts. The seismically active belts in China have also been statistically studied in the paper. Thus, the active tectonic basis for delimiting the seismic risk regions can be stated as seismotectonic belts, recent tectonic deformation of active faults within the belts, seismogenic tectonics of strong-motion and so on.
