The dispersion formula and wave action equation for the barotropic disturbances are derived by the WKBJ method . It is verified that the wave action conserves only if the basic zonal currents are steady and a W-Ely oriented mountain barrier with unbounded extent exists. Based on the wave action conservation thus obtained,a necessary criterion for the instbility of disturbance is derived, i.e.the disturbances may develop only if certain definite physical property equals to zero at least one point within the plane domain considered. The feature of the instability of disturbances may surely be altered due to orography.It is shown from the discussion of the time variation of the total kinetic energy of the wave packet that no direct influence of orography exerts explicitly on the perturbational kinetic energy for the nondissipative and non-uniform barotropic basic currents,i.e.the intensities of the"leading waves "and the "trailing waves" increase in the southern region and northern region of the jet stream in the westerlies respectively,and decrease in the northern and southern regions,accordingly. In other words,whether a disturbance intensifies or not depends completely upon its own structure.The decrease of the wavelengths of both leading and trailing waves is always accompanied with their axises being shifted toward the W-E direction,whereas the increase of their wavelengths always takes place when their axises move toward the N-S direction.It has also been pointed out that the relationship between the intensification or attenuation of a barotropic disturbance and the increase or decrease of its wavelength is not entirely definite but conditional,depending on the curvatures of both orographic height and basic zonal current profiles and the shearing of the basic zonal currents.

In this paper, the wave action equation of internal inertial gravity wave is obtained by using Lagrange variational principles, which is different with that one by WKB method, however, the result obtained in this paper is consistent with observations in the atmosphere.
