With the theoretical guideline of modern distance and open education, the Pilot Program of Training Modes of Qualified Personnel and Open Education in China Central Radio and TV University is an important experimental one, organized and carried out by the Education Ministry, exploring new training modes for qualified personnel....

The Modern Distance Education Project is an important composing part of the Operative Plan of Renovating Education Facing the 21st Century promulgated by the Education Ministry of China. With the theoretical guideline of modern distance and open education, the Pilot Program of Training Modes of Qualified Personnel and Open Education in China Central Radio and TV University is an important experimental one, organized and carried out by the Education Ministry, exploring new training modes for qualified personnel. Up to now, the project has been run for two years, starting in the autumn of 1999. The purpose is exploring to set up a framework of training modes in radio and TV universities with the right didactic paradigm, administrative mould and operative mechanism accordingly. Setting against the background of modern distance and open education at both the associated two year college level and the advanced two year university level (based on the two year college learning), radio and TV universities are to cultivate, in large quantities, persons with high quality and capability to meet the needs in many fields social practices in localities and at grass root level. In order to guarantee the teaching quality of distance and open education, to perfect the quality control and supporting system, the Education Ministry has organized a special evaluation group. Following policies concerned about distance education given by the Education Ministry doing thorough inspections in the pilot work, it is to do interim research in the reform of training modes and open education of TV universities all over China in the late 2001. The purpose of this evaluation is to summarize our experiences, give support to what we have achieved, find solutions to the problems so as to help the TV universities with a better understanding of guidelines and purposes of the pilot projects, to deepen the campaign, to direct and control this work afterwards. The article discusses the purposes and principles of the evaluation work in distance and open education, its criteria system, methods and steps, studying and analyzing some problems that need exploring in the hope that the research would promote the development of distance and open education in a healthy way.

本文对人才培养模式改革与开放教育试点中期评估的目的和原则 ,评估指标体系的设计 ,以及评估中需注意的几个问题进行了分析 ,以期推动远程开放教育的健康发展

The training of the working staff and mainly the media-focused way of learning has determined the general position of TVU in the higher edueation system in China.The performing of “talents training model and open-education e xperimental unit”and the mid-term asessment to the experimental unit by Educat ional ministry will promote the reform and development within TVU.The assey reve als the teaching model,learning model and managing model of long-distance educa tion.

以在职人员为培养对象,“以多种媒体为主”的方式来培养学生是电大教育在我国高等教育体系中的基本定位。“人才培养模式改革和开放教育试点”的实施及其教育部对试点的中期评估是对电大教育改革和发展的有力促进。文章从认识与实践的角度,提出了远程教育教学模式、学习模式、管理模式的基本内涵和打造现代远程教育的品牌问题。

According to the target of the mid-assessment about"the model reform of cultivating qualified personnel and open education experimental unit in central Radio and TV university"to all TV universities in each province of the whole nation,all TV Universities are energetically preparing for it.Shanxi TV university adoptes the methods that the headmaster takes the lead,the funds are tilted,and everyone must be clear on his duties,and ensures the assessment work in the experimental unit is once qualified.
