However, the additional traffic volumes due to theraffic diversion influence badly the level of service of the alternative route when non?recurring incidents happen in the network. Advanced Traveler Information Systems (ATIS) provide an array of capabilities to alleviate traffic congestion in urban network by supplying real?time traffic information for drivers. However, the additional traffic volumes due to theraffic diversion influence badly the level of service of the alternative route when non?recurring incidents happen in the network. The relationship between traffic diversion and the level of service of the alternative route under non?recurring incidents is studied quantitatively and qualitatively by establishing a simple traffic network model according to the actual traffic situation in Shanghai City of China in this paper. The study indicates that different percentage of diverted traffic volumes have different influence on the level of service of the alternative route, and it suggested that the diverted traffic volumes must be supplied and controlled rationally in order to maintain the expected level of service of the alternative route.
