In this paper, formulas of the potential of deformation force and its components in three (N-S, B-W, and vertical) directions have been deduced, they principally include coordinate of instantaneous pole of earth rotation and geographic longitudes and latitudes. The characteristics of change in time and space of the potential of this force and its components have been discussed. While different in way of deduction and longitudinal directions from the same formulas abroad, these formulas are convenient for processing of the astronomic data in our country.The authors have revealed the regular connection between some features of climatic change in our country, the indices of the general circulation in the Northen Hemisphere and the shifts of the earth poles. The cause of possible influence of earth pole shift on climate was explained and the time scale and space change of the influence were discussed also.

In this paper, the summer temperature over the Northeast China, 1881-1978, have been examined by climatic analysis. It is obtained that the heavy low temperature in summer over the Northeast China is a kind of very large scale phenomenon for space and time. The sum of monthly mean temperature for May-September in Changchun may well represent the cold and warm, summer over the Northeast China districts. The summer temperature over the Northeast China has obvious stages, it has llo-yr. long period and 3-yr. period....

本文分析了1881年以来东北地区夏季气温,得到了东北夏季严重低温在空间尺度时间尺度上都是一种很大尺度的现象。长春5—9月的平均气温和可以很好地代表东北地区的冷暖。东北夏季气温有明显的阶段性,即有明显的110年长周期和3年左右的短周期。东北夏季低温会造成农业严重减产,气温低的地方危害更大,低温冷害年水稻减产最大,其次是高粱。
