Abstract The paper puts forward that " children are principal between the child as viewer and adult as producer". It means that the adult should respect and value experiences or thoughts of the child, develop TV programs for children according to their needs of development in both body and spirit, rather than adult's needs. Abstract The paper puts forward that " children are principal between the child as viewer and adult as producer". It means that the adult should respect and value experiences or thoughts of the child, develop TV programs for children according to their needs of development in both body and spirit, rather than adult's needs. The author defines the boundary of children's TV program as "program produced from and for the children's needs". This paper also expounds other important principles: development principle-on relationship between education and children's needs; adaptation principle-on target audience of program for children; participation principle-on empowerment children. All these principles serve the objection of TV for children, namely making children master themselves , rather than following adult or adult-like. So the great challenges for future TV are not from new technologies but from more active children who can use new media better.
