The main direction of scientific and technical work isstrengthening the research and development of productive techniques. Thelevel of major scientific fields in the year 2000 is expected to equal thatof the developed countries at the end of 1970s or early 1980s. In the silvi-cultural field, emphasis is placed strengthening the technical researches onmanagement and protection of the present forests, establishment of fastgrowing and high yielding forests, protective forests and fuelwood forests.The paper also points out the priority researches of forest logging, forestproduct industry, application of high technology and the applied basicresearch, and soft science research. The strategic approaches to realizingthe above mentioned objectives are: assigning top priority to technicaltransformation and progress of the medium forest enterprises, strengtheningthe technical exploitation of the forest production in the "front line", in-tensifying the extension of technical achievements, reinforcing the supportto the applied basic research, making it achieve stable and progressive de-velopment, emphasizing technical introduction, learning, digesting and ab- sorbing the scientific and technical achievements of foreign countries. Thestrategic measures adopted are: deepening the renovation, transforming theold working system, strengthening personnel training, letting the scientistsand technicians give full play to their abilities, increasing input in scientificresearch and strengthening the international technical exchange and coope-ration.

It is emphatically indicated that in the past USA andGermany were countries predominating in the development of forest scienceand technology, but now a multipolar trend appears that USA, Germany,Japan, North Europe, USSR, Canada and New Zealand are all adversariesin emulation, and a few developing countries such as Brazil, China, SouthKorea and India are striving to catch up in some fields of forest develop-ment. In order to ease the contradiction between timber supply and demand,emphasis on utilization of natural forests as the major policy in forestry isshifted to utilization of man-made forests. Owing to the increasing deteriora-tion of ecologic environments in the world, humanity will depend more onforests for ecologic environmental improvement. Timber utilization will bedirected to a highly efficient way of comprehensive exploitation. Greatbreakthrough will be made in application of biotechnology to forestry. Somebranches of biotechnology are going to enter a stage of practical application.The forest science and technology are being oriented to basic researches andnew high technology which have a higher starting point and a broad pros-pect of practical application, but are more difficult to execute. In view ofthe above mentioned trends, the authors recommend a forest policy thatChina should adhere to. It is emphasized that a way of development havingChinese Characteristics should be predetermined. All should start from rea-lities in China, with labor, material and intelligence concentrated on a li-mited objective. High priority should be set on important projects, selectedout of the most important frontier fields. In researches, cooperative effortsshould be made in problem tackling, keeping an acute eye on the advancedinternational level of the same field. Thus a strong spur is given to the si-multaneous development of all branches of forest science and technology.Reform should be introduced in the present scientific and technical systems,with more input made and more qualified personnel trained. International scientific and technical cooperation and exchange should be strengthened,and basic researches should be fortified.

The original idea of "soil suitabi-lity" was passed down to modern times, developing into a scientificexpression "suitable tree species in suitable sites". The conception of yin-yang is applied to division of terrain, species identification and tree tran- splanting. The geomancy derived from the Yin-Yang Theory implies theconcepts of ancient environmental science. The Five Element Theory is atheory about elements of world in the dawn of human civilization. Forexample, the saying "the crookedness and straightness of tree stems "timpliesthe idea of wood utility in processing. Knowledge about forest technologyof early Qin Dynasty was recorded in various classics, Phenology wasincluded in "Monthly Records of Climate, Natural Scenes and Products(Xiaxiaozheng)". Ecologic geobotany was recorded in "Guantze Soils(Guantze Diyuanpian)". Botanic taxonomy was documented in "ChineseSemantics (Erya)". Forest and technology in Qin and Han Dynasties couldbe found in "Sishengzhi's Book of Agriculture (Sishengzhishu)"and"Monthly Records of Production Activities (Simin Yueling)". In this periodthe further opening up of sea route and silk road accelerated the forestscientific and technical exchange both at home and abroad. During theperiod of Three Kingdoms, East Jin and West Jin, and the Northern andSouthern Dynasties, except "Essentials of Agriculture (Qimin Yaoshu) inwhich facts about forest and technology were recorded, the publication of"Status of Southern Plants (Nanfang Caomuzhuang)" and "Bamboo Records(Zhupu)" were important indicators of the improvement in forest scienceand technology. In Sui and Tang Dynasties, achievements of forestscience and technology were described in "Monthly Farming Operations andTechniques (Sishi Zuanyao)". In this period plant culture in the royalgardens of Emperor Yang of Sui Dynasty and the classics of "Tea Book(Chajing)" by Luyi were the key indicators of development in forestscience and technology. From this time on, large volumes and diverse sortsof agricultural works and botanic records came into being, "The Namesand Facts about Plants Illustrated and Examined (Zhiwu Mingshi Tukao)"was the early precursor of modern botany. At the end of Ming Dynasty,the Longquan price-marking numerals invented by Guo Weiying was theearliest log volume table in the world. In modern times with west civiliza-tion spreading eastward, the science of forestry was introduced into ChinaTraditional forest science gradually deviates from the old agronomy anddevelops into an independent system of science.

中国林业科学技术于古代虽未自成体系,但历史悠久,源远流长,分别载之于古农书、古本草学及有关考工古籍中。古代林业科学思想的萌芽也反映在中国古代有关植物、木性的传说与神话中,以及八卦说、阴阳说和五行说中。文章主要介绍了从先秦至近代中国林业科技的发展概况。
