Peak and valley time-of-use price is one of the most efficient measurement for modern demand side management(DSM).It is beneficial to flat the load curve if the peak and valley time periods are partitioned appropriately and to improve load rate and system stability of the electricity industry.This paper considers the actual status that it can not be enforced for electricity power bidding at nowadays and the distribution of benefit didn't equitable between generating side and selling side,brings forward the linkage assumption between the generating side and selling side to encourage the generating side and the selling side to enforce the peak and valley time-of-use price.The calculation method of selling side use time price is discussed at first,based on this,brings forward the peak and valley price in the generating side based on the linkage between the generating side and selling side,including the range of generation unit which take part in peak modulation,the peak and valley time-of-use price of generating side and the allocation of the peak and valley energy in generation unit.

峰谷分时电价是现阶段一种有效的需求侧管理(DSM)手段,有利于“削峰填谷”,提高电力系统的负荷率和运行的稳定性。考虑到现阶段暂时还不能实行竞价上网以及普遍存在发电侧与销售侧间利益分配不平衡的情况,为同时鼓励发电侧和销售侧执行峰谷分时电价,提出了发电侧与销售侧电价联动的设想,并进行了分析。首先探讨销售侧峰谷分时电价的测算方法,在此基础上研究和提出了一套发电侧峰谷电价与销售侧峰谷电价联动的方案,包括参加调峰的发电机组范围的确定,发电侧实行峰谷分时电价的确定以及发电机组间峰谷电量的分配。
