本文指出,目前我国经济体制改革中有待探讨的一个突出问题是:全民所有制企业的主体是谁,即谁是企业法人?谁承担企业的权利和义务?作者认为,要真正做到职工当家作主,就必须明确:社会主义企业的主体是职工群众。企业的全体正式职工是企业法人,承担法人的权利和义务;企业“自主经营、自负盈亏”的两个“自”,都是指企业全体正式职工。因此,全民所有制企业中除了少数企业还必须实行“国有国营”外,绝大多数企业应当实行“国有群营”,由职工代表大会行使企业的生产经营决策权。围绕上述论点,作者对企业的劳动制度、厂长身份、党组织和工会组织在企业中的地位等问题进行了探讨,并对《国营工业企业法》草案中有关企业领导制度的条款,提出了修改意见。
