The classification of public property and private possessions provides a theoretical basis for the supply of public service by government. However, strict distinctions between public property and its service are rather complex and these two parts have something in common, which determines that the supply of public property only by government can not optimize the allocation of resources, hence the marketization of public service comes into being. As practice manifested, the marketization of public service has gained favorable effect in the decrease of government expenditure and the improvement of the quality of public service. But this marketization, as a complicated social project system, requires several conditions to ensure its successful implementation, such as the mature market-oriented economy, the democratic public decision, the legal government action, the effective technological support. Also, adhering to the principle of fairness, public services and multi core during these marketing operations can make the marketization of public service under control and achieve anticipated effects in a sound way.

Objective To identify the social,psychological and personal factors related to AIDS/HIV risk behaviors in commercial sex services.Methods Self-administrated structure anonymous questionnaires were used in 702 female prostitutes and 165 male clients detained in a re-education center.The Logistic univariable and multi-variable analysis were used to analyze the final results.Results The results of univariable analysis showed that non-consistent condom use in prostitutes was closely related with their state of marriage,scores of HIV/AIDS knowledge and condom use knowledge,STD history,sites where they engaged in sex services,status of non-commercial partners and history of induced abortion,while for men clients their economic incomes,scores of condom use knowledge,number of regular commercial sex partners,passive attitude to condom use and STD history were related with frequency of condom use.Logistic multi-variable analysis showed that non consistent condom use among female commercial sex workers was correlated with scores of STD knowledge,sites of engaging in sex work,STD history, induced abortion history,contraception tools,passive attitude to condom use and part time sex service,while that among male clients was correlated with their economic incomes,scores of condom use knowledge,number of regular commercial sex partners and STD history.Conclusions Personal experience and knowledge level are important factors related with HIV risk-behaviors in commercial sex providers and receivers.These may help to design the contents and specific methods in HIV-related health education.
