提出的水库防洪系统多目标决策模型,是以水库大坝安全、堤防安全、水库防洪保护区淹没损失最小为目标,首先生成实时防洪调度的多目标非劣解,然后以多个防洪效果指标为评判标准,寻找最佳协调解。该模型考虑了防洪系统各部分的特点,并可将专家经验结合到防洪实时调度中。该法能有效地降低防洪系统的洪灾风险,是一种新的、有效的调度方法。
