The problem of the wide gap between poverty and rich has arouse wide public attention in our country. It has become an important task of China's various level governments to search for economic growth points and the efficient way of fair distributing income. In respect of the problem on gap between poverty and rich,we must draw a lesson of western countries to handle well the relationship between market,economic growth and distributing income and avoid the roundabout course. According to the characteristics of the gap between poverty and rich in China, the author suggests the strategic measures as follows:based on the adjustment of our country's macro policies,increases investment for developing human resources within poverty population companying with the corresponding taxation and law system.

文章认为,随着我国经济的高速增长,贫富差距的客观事实倍受社会的广泛关注。寻找经济增长和收入分配公正的有效途径成为我国各级政府的重要任务之一。在贫富差距问题上,我们要认真吸取西方国家的经验教训,处理好市场、经济增长与收入分配的关系,避免西方国家,特别是发展中国家走过的弯路。根据我国贫富差距的特点,作者指出了以国家宏观政策调整为基础,加大贫困人口人力资源投资为核心,赋税和法制配套的反贫困以及缩小贫富差距的战略性措施。

In this paper, based on the scope, specification, definitions and requirements of the ISO 14000 series of enviromental management standards (EMS), a primary comparative study on the conservation and protection of fisheries resources and environment mangement in China has been carried out. The study will help creating the understanding of the tendency of fisheries management and related concepts of conventions and regulations in the world, and give comments on the fishery ecosystem protection of China,particularly emphasis the importance of species variation and the balance of ecosystem. The paper suggested that (1) The companies, corporations, firms, enterprises, and government authorities or institutions in China should establish and maintain procedures to make their employees or members at each level to create the awareness on the importance of fisheries resources conservation and environment protection. (2) The top manager (or management) of the organization should establish and define the organization's fisheries resources and environmental policy and related planning, which should be available to the public for the checking and monitoring. (3) To establish a records system, collecting the documents of all activities of fishing operation and relative processing and transportation, as evidences for checking and inspection. (4) To establish a "green mark" or "eco-labeling" system, and to establish the law or regulations for forbidding and preventing the fishing, selling and buying the undersize fishes and larvae from illegal catch. The eco-labeling program proposed in the FAO consultant meeting should be paid more attention, and related research work should be organized in the national level to meet the requirements of international fisheries management.

本文从ISO14000环境管理系列标准的概念、要素和实施等方面,对渔业管理和资源保护工作进行了对比分析研究。有助于理解国际渔业管理的趋势和一些公约、管理措施形式的内涵,对我国渔业的生态环境保护工作给以启迪,以便引起对物种多样性和生态系统平衡问题的重视。文章还建议我国的各级政府和企业等组织应加强渔业资源环境保护意识,制定各自的渔业资源环境保护方针和规划,并公开宣布,接受公众监督;建立对渔业生产活动的所有环节的记录证明制度,以便对各组织在贯彻执行所制定的渔业资源环境保护方针和阶段性规划目标的情况进行评估和督查;建立和严格实行绿色标志制度,严禁违规捕捞、销售和购买幼鱼,从市场环节杜绝捕捞幼鱼的现象;应充分重视国际上提出的生态标记问题,应组织力量进行研究,以适应国际渔业管理的要求。
