As compared with major oil multinationals, China's oil refining and petrochemical companies are still in weak position for their production scale, industrial structure, assemblage of facilities and some other economic and technical indexes. It is necessary for the Chinese sector to establish the management system in line with the market economy and international standards, which focuses on integration of upstream and downstream and integration of oil refining and chemicals. The emphasis should be placed on construction of marketing network, layout of new refineries and technical renovation so as to establish the world-class refining and chemicals bases. With adoption of information technology, the Chinese petrochemical sector should bring the whole process of production, supply and marketing under network control, raise the processing adaptability and maximize the profit in the principle of taking advantage of markets and resource both at home and abroad for realization of sustainable development.

我国炼油及石化行业在生产规模、产业结构、装置构成以及一些经济技术指标方面与国际大石油公司相比仍处于弱势地位,需要建立符合市场经济和国际规范的管理体制,注重上下游一体化和炼油化工一体化,特别是加强营销环节的网络建设;更新炼厂建设模式,通过技术改造或新建,形成几个具有国际规模和水平的大型炼化基地;通过技术创新和信息技术的采用,实现产供销全过程的网络化控制,从而提高加工适应性和市场应变能力,获得利润的最大化;同时还应树立全球化观念,寻求更大范围的战略性重组,利用国内国际两种资源、两个市场以及重组对象间的优势互补,在激烈的竞争中实现可持续发展。

In order to meet the new situation, petroleum corporations in the world are making positive adjustments of the enterprise layout, unit configuration and product slate. Change trends in global oil refining industry are as follows at the turn from 20th to 21st century: (1) The number of refineries have been reduced while crude processing capacity increased slightly; (2) Refinery and unit tend to be large scaled; (3) Unit configuration has been changed with the capacity ratio of catalytic cracking, hydrocracking,...

In order to meet the new situation, petroleum corporations in the world are making positive adjustments of the enterprise layout, unit configuration and product slate. Change trends in global oil refining industry are as follows at the turn from 20th to 21st century: (1) The number of refineries have been reduced while crude processing capacity increased slightly; (2) Refinery and unit tend to be large scaled; (3) Unit configuration has been changed with the capacity ratio of catalytic cracking, hydrocracking, hydrotreating, coking and oxygen compound unit increased and that of catalytic reforming and lube unit decreased; (4) Crude processing has been further upgraded and the fuel oil output has been reduced; (5) Clean production process and clean fuel production have been developed; (6) Plant of petroleum and chemicals have been integrated and the information intelligence in refinery has been further implemented. All the above mentioned development trends will continue to prevail in the early 21st century.

The configuration of VGO and residual oil processing units, the status quo of gasoline and diesel fuel quality and the flue gas emission during refinery production, the requirement of sustainable growth for gasoline and diesel fuel quality and cleansing of production, as well as the crude resource and the fluctuation of crude production, and the contradiction between future demand and supply in China are analyzed. The configuration of VGO and residual oil processing units, the status quo of gasoline and diesel fuel quality and the flue gas emission during refinery production, the requirement of sustainable growth for gasoline and diesel fuel quality and cleansing of production, as well as the crude resource and the fluctuation of crude production, and the contradiction between future demand and supply in China are analyzed. It is proposed that hydrogenation units should be energetically developed and stringently controlled the construction of decarbonization units in China for deep processing VGO and residual oil. Aiming at reducing the investment and operation cost of hydrogenation units and increasing the economic benefit, several approaches for spreading and modifying new technologies and processes are suggested, such as actively spreading and improving VGO medium-pressure hydrocracking process, modifying VGO high-pressure hydrocracking process, developing hycrocracking and hydrotreating (or hydrofinishing) combined process, developing the integrations of VGO physical pretreating succeeded by hydrocracking process and residue oil physical pretreating followed by hydrotreating process, exploring proper new type catalytic materials to improve catalyst performance, developing suspension-bed hydrocracking technology for VGO and residual oil, developing low consumption technology to produce hydrogen, and putting forward the domestic production of hydrogenation units for processing VGO and residual oil.

分析了我国蜡油及渣油深加工装置的构成、汽柴油质量及炼油厂加工过程中烟气排放的现状;可持续发展对汽柴油质量和生产过程清洁化的要求;原油资源量、产量的变化趋势和未来的供需矛盾。提出了我国蜡油及渣油深加工要大力发展加氢型装置,严格控制脱碳型装置建设的建议。为降低加氢型装置的投资及运行费用,提高其经济性,就开发推广新技术、新工艺提出了几条途径:积极推广和改进蜡油中压加氢裂化技术;不断改进蜡油高压加氢裂化技术;开发加氢裂化和加氢处理(或精制)组合工艺;开发蜡油物理法预精制与加氢裂化、渣油物理法预精制与加氢处理组合工艺;开发适宜的新型催化材料,不断改进催化剂性能;开发蜡油及渣油悬浮床加氢裂化工艺技术;开发廉价氢源技术;继续推进蜡油及渣油加氢型装置装备国产化。
