In this paper, a set of formulas for calculating the years of return of investment for project construction is derived, taking into consideration the characteristics of fairly long construction periods and the high percentage of labor costs for water conservancy projects in China.Two equations for different methods of computing interest rates are established: the first is an equation of accumulated interest, taking into account the interest during construction, the costs of conveyance system, different interest rates for investment and the costs of unpaid manpower; while the second one is an equation of accumulated net benefit including intermediate benefit from the project.By solving pairs of simultaneous equations using the combination of different methods, the years of return for various costs can be obtained.
