The aim of this paper is to probe into China's national conditions and the development of rural economy from the viewpoints of population, resources and environment. China is a vast country with eleven hundred million population, but short of per capita amount of natural resources and national income, backward in both educational and productive levels. For the time being, China is at its elementary stage of socialism, characterized by the alternation of two systems of organization and the co-existence of diversified economic sectors, thus constituting the basic pattern of China's national condition.

本文从人口与资源、生态环境等方面,简要地探讨了我国国情与农村经济发展的趋向,论述了人口与资源、环境的制约因素。认为只有通过严格控制人口,强化人力开发利用;节约资源,增加投入,挖掘潜力;增强环境保护意识,推行综合防治措施等有效途径,辩证地处理好生存与发展的关系,才能保证我国农村经济获得持续稳定协调发展。

Abstract According to this paper, China's agriculture is in the crucial period of transferring from traditional to modern one, and the key for restructuring traditonal agriculture is continuously increasing agro-scientific-technological input, besides increasing material and manpower inputs. The essence of agro-scientific-technological research results into farm produce and improve agro-scientific-technological to cha'nge into farm productive forces. The basic design for establishing new mechanism of agro-scientific-technological input includes the following six aspects: the first, put the country's scientific-technological input system in orderl the second,shift the fund raising mechanism of agro-scientific-technological research ;the third, reform the distributional mechanism of agro-scientific-technological funds; the fourth, speed up drafting the law regulations of raising funds for agro-scientific-technological research; the fifth,build the input system toward society; and finally, set up the system of steady agro-scientific-technological input.

本文认为,我国目前正处于由传统农业向现代农业转变的关键时期,运用科学技术改造传统农业,除增加物质和人力投入外,关键在于不断曾加农业科技投入。农业科技投入的实质就是不断地把最新农业科技成果推广或转移到农业生产中去,促使农业科技向现实农业生产力转化。建立农业科技投入新机制的基本构想包括六个方面:一是理顺国家科技投入体系;二是转移农业科研筹资机制;三是改革农业科研资金的分配机制;四是尽快制订农业科研筹资的法律规定;五是建立面向社会的投入化系;六是要建立稳定的农业科技投入制度。

小流域总产值的增长是依靠生产要素投入量的增加和科技进步实现的。小流域总产值的函数可表示为y=Tf(L,H,M,C,S,F,P),式中T为科技进步因子,L、H分别为人力和畜力投入;M、C分别为农肥和化肥用量,S为种子用量,F、P分别为农地和牧草地面积。通过运算可求出ΔT/T/ΔY/Y以及科技因子进步产生的效益值。本文用实例做了分析。
