本文介绍了天水市1990年8月11日洪水泥石流和滑坡灾害,论述了椒树湾和泰山庙滑坡的特征和成因。根据滑坡位于人口密集区,又处于蠕动变形阶段的特点,迅速提出应急防灾减灾措施,应用系统工程理论给予实施,防止了滑坡发生灾变,避免了人员伤亡和巨大的经济损失,达到了防灾减灾的良好效果。同时提出了居民繁居区滑坡的长期防灾战略和近期防灾减灾对策。
