Some emergency and interim measures can be adopted under the present situation in order to solve the problem of state-owned enterprises' laid-off workers'...

近年来,特别是党中央和国务院召开国有企业下岗职工基本生活保障和再就业工作会议以来,再就业问题成为人们普遍关心的热点和疑难问题,实践部门和学术界也进行了热烈的讨论,但是,就事论事者多,从理论角度谈的少。本文根据发达国家市场就业的实践以及近年来我国再就业工程实施过程中遇到的矛盾,谈谈再就业理论方面的几个问题

The present paper believes it is necessary for the laid-off workers to have a thorough understanding of the situation and to turn to the competitive market for re-employment, and advocates the governments at all levels,state enterprises and the society to create a fitting social environment for the laid-off workers.

中共中央、国务院关于实施再就业工程的决策是十分正确必要的。国有企业下岗职工必须认清形势,转变观念,面向市场走竞争再就业之路。各级政府、国有企业以及社会各界应为下岗职工再就业创造适宜的社会环境。
