In our country,the development on environmental education began later. The developing rate is lower than developed countries. In fact, the environmental education in domestic elementary education (universities, middle schools, primary schools) lags behind the developed countries. We can see it clearly. Besides, the article analyses the reasons of the problems mentioned above.

环境问题的发展分为三个时期。解决环境问题曾经用了不同的方法与途径。环境教育是解决环境问题重要的方法和途径。国际环境教育发展历程分为三个阶段 ,即环境教育确立阶段、环境教育实施阶段与环境教育理论深化阶段。我国环境教育发展起步较晚 ,发展速度也较缓慢。事实上 ,国内大、中、小学的环境教育与发达国家相比 ,可以看到明显的差距。该文对这一情况产生的原因作了初步分析 ,并提出所采取的相应措施。

Environmental education in the primary and middle schools is the import pary of basic environmental education.Not only does it the requirement of sustainable development but aslo the requirement of quality education. In this article the author put forwards some proposals about the content of environmental education in the primary and middle schools of China.The author considers that its content consists of three aspects:knowledge and abilities,environmental awareness and environmental law.

小学环境教育是我国环境基础教育的一个重要组成部分。中小学环境教育的课程内容包括三个方面:环境知识技能、环境意识、环境规范,并且中学和小学环境教育内容应该各有侧重,形成系统性和层次性。
