GeoStar is an object_oriented geographical information system,which integrated various data sources such as vector,attribute,DEM and image.In this paper,the authors discuss Geo_Star's vector object model,data organization,data management and object implementation. In GeoStar,spatial objects are classified into point object,line object and surface object,etc.according to their geometrical features.The attribute data of these objects are stored in relative tables and are connected by an object identification (OID).GeoStar organizes these objects into feature classes and workspaces and then a project.In order to manage the objects,features,workspaces and projects,an object storage manager and object manager are developed .The object storage manager is mainly in charge of accessing of various spatial objects,establishing spatial index, accomplishing storing permanent objects and making spatial operation log and resuming the spatial objects when it is necessary.The object manager is mainly in charge of creating spatial objects,assigning the unique ID of object and workspace,completing every fundamental spatial query,maintaining the consistency of spatial objects,accomplishing multi_users management and management of feature classes,feature layers,workspaces and projects under the network circumstance.A set of classes which manage the objects,features,workspaces and projects are also provided,and can be used to develop applications by user. [FK(W14。40ZQ] GeoStar organizes spatial data on the basis of object_oriented method.According to the idea,everything and conception in real world are described as objects.A spatial linear object or a surface object may consist of thousands of points.Two methods can be used to realize the spatial object.One is describing inner points of a line or an area as independent point objects,making it easy to do a variety of operations with every point object; the other is not describing inner points of a line and a surface as a whole instead of single point object.Consequently,the inner information must be interpreted by the methods.If we characterize every point as an object,instantiating an object of a line or a surface need too much of “new” operation.“New” operation itself spends too much time,and also brings memory fragments.Both of them lower the efficiency of system.Therefore,the second method was adopted in the implement of line and area objects in GeoStar. The experience of the implement of GeoStar indicates that organizing and managing spatial data with object_oriented method is feasible.But,in the implement of object_oriented method,we should not use the pure conception of object_oriented,or else it will lower the efficiency of system.

GIS application in government agencies opens up a specialized research field and the General Provincial Situation GIS is one of the important research contents. Organization and management of billions of data with multi-scaled and multi-temporal characteristics, composed of vector data, image data and DEM data, is the key issue in giving the field a push to develop rapidly and be applied practically. And the system must make the strict demand on security of data. In order to provide consultation service for leaders to immediately make a strategic decision, the data organization in this paper breaks away from the constraint of the traditional map management, which has some evidently shortcomings that are unfavorable for querying and indexing information of some administrative units. As a result, the seamless spatial data organization scheme based on administrative units is put forward to organize the vector data and the snapshot model is used to process the temporal data. So all data are stored according to administrative units. And data of different scales are stored in different databases and the image data and DEM data are stored separately in line with blocks. Consequently, querying and indexing to all data can be done according to different administrative units, different scales, time (temporal resolution), different object classifications,image or DEM blocks,etc. and the speed to query and index is improved distinctly.

地理信息系统在政府机关的应用形成了GIS的专门研究领域 ,综合省情地理信息系统是其研究的重要内容之一 ,海量数据的组织与管理是这一领域走向成熟与应用的关键。文中采用的数据组织方法打破了图幅的界限 ,把数据按行政单元进行存储管理 ,对时态数据采用了一种改进的快照模型 ,对多比例尺采用分别建库的方法 ,对影像数据和DEM数据分别按块存储。这样对数据的查询检索可以按行政单元、比例尺、时间 (时相 )、地物类别以及按块进行 ,大大提高了查询检索的速度 ,满足为政府领导机关服务的目的
